The Pikes Peak Rural Transportation Authority (PPRTA) was established in late 2004 by the voters of unincorporated El Paso County, the Cities of Colorado Springs and Manitou Springs, and the Town of Green Mountain Falls. The citizens gave the PPRTA the authority to levy a one-cent sales and use tax to be used for three elements:

• 55% for specific capital projects
  
• 35% for maintenance projects
• 10% for metro transit improvements

Since then, PPRTA funds have completed nearly half of the A List projects, including the Austin Bluffs/Union interchange, the new Cimarron Street bridge, the Baptist Road/Hodgen connection, the Struthers Road connection to Baptist Road, the Fillmore/Union intersection, the Constitution/Circle Drive intersection, South Academy bridge improvements, widening of Baptist Road, the Manitou Avenue improvement project, and widening of Ute Pass Avenue in Green Mountain Falls. PPRTA funds also support the Mountain Metropolitan Transit bus service.
